Bizarre connectivity problem in 4.2

I can't form an OSPF neighbor relationship between R1 and BB2. So I decided to ping one from another - failed. So I throw an SVI up on each end's respective switches - I can ping the directly attached router, but not the other end. In fact, I can't ping between the SVIs. But it gets weirder. Occasionally a single ping will get through, and the OSPF relationship is actually forming every 5th try or so, and then getting torn down again after 1.5 - 2 minutes. This is very peculiar, and it looks like it might actually be a layer-2 problem. Has anyone run across this?
