You can't change it to an arbitrary value. It should support:
1200
2400
4800
9600
19200
38400
57600
115200

Generally speaking, we're talking about serial baud rate, which is largely dependent on what's on the other side. Some devices (including the outbound side from Cisco) will max out at 38400. Newer ones will max out at 115200 for async connections.
Depending on the interface and router and IOS, you may get help with ?....
Those are Cisco's supported async line speeds. If you are connecting to a modem, then check out your modems capabilities as well.
