Question about RIP NBMA

ok for hub and spoke frame relay, when a restriction says don't use a tunnel or disable split horizon, why is it that the neighbor command works from the spokes but not from the hub router? Thinking of PIM NBMA mode, it puts ip addresses in the OIL instead of the interface, and that works for avoiding the idea of split horizon, so I thought it would work on the same principle for RIP. but it doesn't, instead it works only on the spokes. And how is that, the unicasted update packets still have  TTL of 1 right? wouldn't that burn out once it hits the hub?
