A question of EM:

configure EM so that: if the user logs in in Site 1, he will use routing rules specified for site 1 phone, if he logs in in Site 2, he will use routing rules specified for site 2 phone.

Do I need to create 2 device profiles and associate them with the user - 1 for site 1 and 1 for site 2?

the solution above could work, but are there any other better ways doing this?

In your case, the task wording directly points out to use two the device CSS for call routing. This means you would need two device profiles, with phone numbers corresponding to every site. Do not configure any line CSSes for the EM profiles, and you will effectively use the device-level CSSes for call-routing.
