Task 5.2_Why are route-reflectors configured on SW2 and R7?

The solution guide says:
" To account for an EBGP peer going down on the edge routers in AS 65012 and 65056, SW2 and R7 must be configured a route-reflectors"
but i dont' see any need to configure SW2 & R7 as RR, can someone pls share lights?

I used common way to peer SW with R1 & R2 (without the use of RR), the same for R7's peering with R5 & R6. I found If R1's EBGP peering was admin down, R1 was still able to receive routes from AS 65056 via R2, except via SW2
