is it possible to change internal system reserved VLANs on UCS. I know that you can change it on Nexus, but can you on FIs?

Which VLAN ID you would like to use?
Typically you need to remove any use of that VLAN prior using it.

for example VLAN 4001.
No, as of last time I tried (on multiple versions of UCSM, and tested by othres too), you can not yet change the system reserved vlan range on a UCS FI the wya you can on Nexus
This might be crazy thought but still feasible.
Would it be possible the FI in CCIE Lab is using special software release/ development code which has the unusual features such as ability to change system VLAN?

It's possible, but I doubt it. They're not going to test you on something that isn't practicable
