It depends on if you're using single-rate triple color or dual-rate triple-color policing. The above command means you have single-rate triple color, so you use two token buckets, both Bc and Be. When the router wants to route a packet matching the policing, it first checks if it has enough tokens in Bc; if it has, it does the conform action and consumes tokens from Bc; if not enough tokens in Bc to send the packet, it checks if it has enough tokens in Be; if it has, it does the exceed action and consumes tokens from Be; if not enough tokens in Be to send the packet, it does the violate action.
