Since mpls relay on IGP to route to the destination, yes it's possible to performe policy routing in MPLS network.
MPLS uses Label Information Base for the packet forwarding decision in the backbone. Your PE has to relay on the upstream label information for end to end delivery of the payload. So, traffic engineering might help you achieving such a goal.

I think you need to do MPLS-TE in order to achieve what you are willing to. But there is a PBR on the PE if you want to do it:
