My advice - install GNS3 and play with it. It's a very simple concept that doesn't require a lot of reading to understand. To work out a problem quickly does require a lot of practice however.
Don't psyche yourself out about it. Prefix-lists really are as simple as they sound in that article. It is just the GE and LE that need to be understood. It takes a little practice until the prefix-list config seems natural. Then, you will likely try to use them vs acls.

If you want to do a search, the keywords would be "Cisco ip prefix-list". Several articles come up. Most of them seem short, because there really isn't a lot of magic to prefix-lists -- other than LE and GE.
