Not possible on CUCM. You need some third party call billing software to achieve this.

I always propose PanCyber product DialGuard to my middle-east customers, you can create multiple privilege groups with different trunks assigned to each group which reflect the report privilege as well.

if you told me . add him in standard CAR admin... he will access all the items in CAR reporting and analysis like Device report and systemm
As I mentioned earlier - you can't do the same on UCM. It doesnt give you inherent reporting options.
