Use the CIR value of 64Kbps and PIR value of 128Kbps.
Use the values of CIR*400ms and PIR*200ms for normal and excess burst sizes.

I do not understand why the be is 6400. how it the calculation?

I stumbled on this lab as well. And I found out that some other folks also had stumbled upon this lab. Check out this post: http://ieoc.com/forums/t/6486.aspx.
The correct values should be 3200 & 3200. Otherwise the wording of the task must be amended.
Bc = CIR * Tc = (64000 bps * 0.400 s)/8 = 3200 Bytes
Be = PIR * Tc = (128000 bps * 0.200 s)/8 = 3200 Bytes

I must admit that this one caught me for quite a while as well back when I did this lab. I assumed it was a typo, but never got an official answer back. Hope it is only a typo.
