Hello Ashse,
The Master Controller is the device that makes decision and pushes all PfR policies to all Border Routers. Master Controller collectes data statistics via NETFLOW from Border Router and pushes all PfR polices. After knowning the role of MC and it's overhead to handle PfR over your network, you can select one Cisco Device inside your network but main thing depends on your network size and PfR policies whether you need a separate MC or not. In my opinoin if you are going to control more than 5 Border routers better keep one separate MC router. Better browse the IOS feature navigator page to findout the actual IOS which supports PfR.
