Say that you have an Access Rate (AR) of 128 kbps (clock rate). You have been told that packets may not reside more than 10ms in queue before being transmitted. We can send 128000 bps/s. That means we can send 128000/100 = 1280 bits per 10 ms. 1280/8 = 160 bytes per 10 ms. So that is what the MTU should be if you want to do fragmentation and interleaving.
