OER state: ENABLED and INACTIVE....WHY??

I am going throug the Advanced technology class on PFR/OER with Anthony and I can't seem to get the OER state to show "OER state: ENABLED and ACTIVE"

Here's my sh commands and my sh run. R4 (border) seems to be fine. R5 is the master. Can anyone shed any light
