The goal is that they'll be changed at different intervals and both errata and feature updates will be put in.
A changelog would end up being a large living document that I'm not sure anyone would read anyway. Since there aren't version numbers, it would be impossible to determine what changes occurred since the last time YOU looked at it versus someone else.
If you print out the last version you had and the current one, overlay the papers and hold them up to a light, you can see the changes. ;)

Sure it changes, and updates are already sent to us via emails. But this wasn't my point anyway.
My point is: changelog.txt file attached along with the zip file that includes all labs. Just like any peice of software :).
